REFUGEE CONFERENCE
1. The Ambassador invited Mr Michel Moussalli, the UNHCR Director for International Protection, to lunch last week to talk about his recent visit to China and Hong Kong, about which I am writing separately.
2. During the discussion Moussalli mentioned, in confidence, a conference taking place in Honolulu sometime next week at which the main resettlement countries will be discussing resettlement policies. The idea apparently originated from Ambassador Douglas. Those invited are Canada, Australia, France and Japan, who will all be represented at ministerial level. The UNHCR are also attending and will be fielding Mr Richard Smyser, the Deputy High Commissioner.
3. There has been no overt discussion about this conference in Geneva and the participants appear to want to keep news of it under wraps but I have learned from my Canadian colleague (please protect) that they would have welcomed a wider invitation list and had suggested including UK and Sweden, but this was vetoed by Ambassador Douglas.
4. I will let you know anything I hear about the outcome of this conference.
