We are grateful to you for copying to us the UNHCR paper for the Honolulu Conference. UNHCR seem to acknowledge that Western countries will not continue to accept Indochinese refugees for resettlement indefinitely, however, I doubt whether they will find it easy to persuade governments in the region to subscribe to 'regional self- sufficiency schemes'. Geographic departments are perhaps better placed to comment.

You pointed to the encouraging figures for the first six months of 1983 (para 7 of the UNHCR paper). My personal view is that the decline in numbers could probably be explained by a number of factors, but, again, UND is not best placed to comment.
