I enclose a copy of a paper which the UNHCR have just passed to Dame Anne Warburton, the UK Permanent Representative in Geneva. You will see from the date of the covering letter that it was prepared in advance of the Honolulu Conference. As UNHCR were invited to attend the Conference as observers, it is likely that the paper will have been discussed there. However we have so far received no reports of the Conference from the UNHRC or participating states, so do not know the outcome.
We shall now be considering carefully how to reply to
Mr Monssalli's letter, and shall keep in touch with you over future developments. Any comments you have would be welcomed.
