Sir,
I have the honour to refer to the question of Indo-Chinese refugees in South East Asia which has been a source of continuing concern to the Office of the United Nations High Commissioner for Refugees for some years. Although the response of the international community has been unprecedented, there remain almost 200,000 refugees in the region for whom durable solutions are increasingly difficult to find. As a direct result, the
condition of these persons has become extremely precarious to the extent that their physical safety and even their lives are in daily jeopardy.
With this situation in mind we have under taken an in-depth review and have formulated some suggestions which might help to improve the chances of resolving it. The High Commissioner is very anxious to share his preoccupations with you and to seek your views on the suggestions contained in the attached note; he would also appreciate any other comments which you may wish to make regarding this serious matter which calls for the urgent attention of the international community.
