PROBLEM

1.

How to respond to a letter sent to Mr Luce by the Rev K L

Stumpf CBE, Chairman of the Hong Kong Community Council for the

Resettlement of Vietnamese Refugees.

RECOMMENDATION

2.

I recommend that Mr Luce respond on the lines of the attached

draft. SEAD concur.

BACKGROUND

3.

Mr Stumpf has sent identical letters to a number of people

including Mr James Adams, Mr Hyde of the Home Office and Mr Browning

of the ODA. Mr Adams sent a consolidated reply on 28 September.

4. Mr Stumpf has been a leading figure for many years in the

social welfare field in Hong Kong, and is particularly well-known

for his work for the Hong Kong Christian Service, the Hong Kong

Society for the Blind and the Action Committee against Narcotics.

Since the main influx of Vietnamese refugees hit Hong Kong in 1979,

he has taken a leading role in operating services for refugees in

Hong Kong and in attempting to persuade overseas governments to

accept refugees in Hong Kong for resettlement. Not all his

initiatives have been successful, on occasion through his own

impatience with bureaucratic procedures, but his efforts on Hong

Kong's behalf have nevertheless been considerable.
