Sudan could be a "laboratory" for improving the links between relief aid and development assistance. Mr Beck said that Sudan had been reluctant initially to receive voluntary agencies, preferring at the time to have bilateral donations of cash. The US now hoped that Sudan would maintain its present strategy involving voluntary agencies and was therefore encouraging the use of tripartite agreements between Sudan, UNHCR and the agencies concerned, following a pattern which had been adopted successfully in Thailand.
