I am sorry I have not been able to reply more quickly to your letter of
9 November but as you may know the Home Secretary has recently been considering the general question of the further admission of Vietnamese refugees from Hong Kong. We have asked our Voluntary Services Unit to reply to your question on the City of Edinburgh refugees.
You will, no doubt, by now have heard that the Home Secretary is totally and resolutely opposed to any further concessions on Vietnamese refugees and this means that we are unable to agree to entry to the United Kingdom of either the residual Poyang or Hupeh refugees.
