Thus the only alternative to Britain taking them is for Hong Kong to do so. Bim included arguments for Hong Kong not doing so in his letter to you of 28 May 1982. I would add one more. Hong Kong has, as you know, already absorbed 14,000 from Vietnam into its own community, probably the best effort per head of population of anywhere in the world.
