1. We have just received the enclosed memorandum from UNHCR proposing a scheme for rescue at sea resettlement offers (RASRO). Moussalli (UNHCR Director of Protection Division) has called a meeting of interested missions at 1500 hours on 30 May to discuss these proposals.
2. At first glance, a number of the ideas appear to require the comments of Legal Advisers. In the meantime, I would be grateful for a preliminary reaction to use at the meeting on 30 May.
