SEMINAR ON THE INTEGRATION OF REFUGEES IN EUROPE
EXPLANATORY NOTE
1.
Purpose of the Seminar
The purpose of the Seminar is to provide a forum for discussing the present difficulties relating to the economic and social integration in European countries of refugees recognized as such in accordance with the 1951 Convention and 1967 Protocol. The Seminar will permit an exchange of information on approaches adopted by various European countries to facilitate the integration of refugees, including an assessment of successes and failures. It will seek to formulate concrete proposals aimed at solving the problems identified.
The Seminar will also provide an opportunity to discuss the economic and social situation of asylum-seekers, pending determination of their refugee
status.
2.
Participants
The Governments of the twenty European countries mentioned in Appendix 1 have been asked to designate two experts to participate in the Seminar, preferably chosen from among government officials and non-governmental agency experts on refugee problems. It is highly desirable that each expert should have comprehensive personal experience of refugee integration.
The Governments of Australia, Canada and the United States as well as interested International Organizations and Agencies have been invited to send an observer to the Seminar.

Working Papers
The documentation for the Seminar will consist of:

a country report submitted by each national delegation on the situation in its respective country. Reports may be submitted in either French or English, which will be the working languages of the Seminar
