Sir,
I have the honour to invite your Government to participate in a Seminar on the Integration of Refugees in Europe to be held in Geneva, Switzerland, from 12 to 15 September 1983. The difficulties arising in connexion with the endeavours of governments and voluntary agencies to secure the integration in European countries of refugees recognized in accordance with the Convention and Protocol relating to the Status of Refugees, have been referred to on repeated occasions in recent years. It is therefore felt that a full discussion of the issues involved will assist governments, voluntary agencies and the Office of the High Commissioner in reaching satisfactory solutions to the problems of integration.
An explanatory memorandum on the scope and organization of the Seminar (Annex I), provisional agenda (Annex II), and a tentative schedule of meetings (Annex III) are attached to this letter.
I very much hope that your Government will find it possible to accept this invitation and to designate a representative and also a non-governmental agency expert to participate in the Seminar. It would also be much appreciated if information on the problems facing your country in the integration of refugees could be submitted for consideration by the Seminar according to the standard format set out in the attached documentation (Annex IV).
Should your Government wish to receive further information regarding the Seminar, I should be pleased to provide this either directly to the Permanent Mission in Geneva or through the Representative of the High Commissioner in the United Kingdom.
I look forward to confirmation that your Government will be in a position to participate in the Seminar.
