The Hong Kong Government have now commented on the amendments we suggested to their draft guidance telegram for use by HKG representatives overseas.
2.
They have accepted most of our suggestions. However, there are two points to which we attach importance and with which they do not agree: deletion of the reference to the absence of a UK resettlement quota (paragraph 8), and insertion of an extra paragraph on repatriation. I attach a draft teleletter suggesting ways in which these two points could possibly be covered in spite of Hong Kong's objections. SEAD concur.
