Thank you for your minute of June. I agree that we must avoid alienating the UNHCR, who are essential to any solution of this problem. But I hope we can find some way of taking up the remarks made by Zollner in response to our latest approach (paragraph 5 of UKMIS Geneva telno 205), which suggests that UNHCR have not ruled out the idea of repatriation, albeit in the right circumstances.

I attach a draft submission that proposes a course of action on the lines of paragraph 2(a) and (c) of my minute of 31 May, but attempts to avoid the dangers that you have pointed out.
I should be grateful for any comments that you or SEAD may have.
I understand that SEAD will be commenting separately on paragraph 2 of your minute.
