When I called on Mr Brian Elliot of the British Red Cross Society recently, I was interested to learn that their biggest and most viable branch (one of 8 overseas) is in Hong Kong, where their major activity is running the blood transfusion service.
2. The Hong Kong branch is also, not surprisingly, heavily engaged in medical relief work for Vietnamese refugees, including those in the closed camps. I said that this was the refugee problem of greatest immediate concern to HMG and that quite informally we might be interested to see any reports or articles from the Red Cross in Hong Kong about the refugees.

Colonel Terry Palmer, International Director of the British Red Cross Society, telephoned me later to say that he would be pleased to send us information from time to time in regard to the Branch's activities in Hong Kong. However, he is also expecting one of their organisers, Mr Morris Morgan (who is also a Hong Kong civil servant) to visit Britain shortly. Colonel Palmer would be willing to come with Mr Morgan and talk to us. Please let me know if you would like me to arrange such a meeting.

Colonel Palmer also said that he had a project proposal (not connected with Hong Kong) which he wished to put to the ODA for an allocation of funds. He will contact Mrs Birch direct.
