Australian Report on Economic Developments in Vietnam
The Australian Commission gave me in confidence a report on economic development in Vietnam in the first half of 1983. In case you have not already received a copy from the Australians in London, I enclose a copy. From the Hong Kong point of view, the main point of interest is in the effects of economic development on outflows of boat people. The conclusions to be drawn from this report are that there is scope for limited optimism. However, there is nothing in the report to alter our more general assessment that the outflow of boat people from Vietnam arriving in Hong Kong is likely to continue at a rate which exceeds the resettlement off- take for some time to come.
