Thank you for copying to Patrick Williamson Mrs. Leslie's letter to you from Bonn dated 24 June 1983. From it, I see with a slightly heavy heart that a rescue ship may be starting up its activities once again in the South China Sea area. I assume that the ship would be operating in the pirate-infested areas, and thus mainly in the Gulf of Thailand.

If so, it

is fairly unlikely to carry refugees to Hong Kong; however, if it does, I believe we should have to require a resettlement guarantee from one or other of its sponsors (presumably France, from Mrs. Leslie's lettel) before allowing any "mercy ship rescues" to disembark here.

Apparently the French have not yet agreed to act as general guarantor for the ship's rescues.
