Programme in the Gulf of Siam
The Assessment Team's report gave a thorough
insight to the Programme and provided constructive
recommendations on further assistance needed to continue
and improve it. The direct benefits to refugees are not
obvious from the report (it states that there have been no
convictions for attacks on boat people) but the Programme
demonstrates a humane concern by the Thai Government to
protect the refugees. There would be political difficulties
if we ceased to contribute to the Programme. If further
aid funds cannot be found, because of a shortage of
humanitarian relief funds or because there is no bilateral
aid programme, we may have to agree to endorse only
those recommendations in the Assessment Report which can
be implemented without increasing the cost of the 1983/84
budget.
