We agreed with the conclusions of Ambassador
Schnyder's Report which was a useful clarification of
UNHCR's humanitarian rôle. Paragraph 3 of the draft
Declaration for the General Assembly makes the important
point that states of asylum should ensure that
combatants are well separated from refugees.
that protection is primarily the responsibility of the
government of asylum countries, who should seek the
necessary political solutions through the international
community, including the Security Council.
