Children, so as to avoid creating an dependency mentality. Measures have also been taken to strengthen support services in the "closed" centres run by the Hong Kong authorities. In particular, plans have begun for the development of cottage industries and other social, educational and recreational activities.

An allocation of $ 4,000,000 is proposed for multipurpose assistance in 1984, based on an estimated refugee population of a maximum of 14,000, taking account of present arrival and resettlement trends. It should be noted that all new arrivals are still being admitted to the "closed" centres, where care and maintenance needs are high in the absence of temporary employment opportunities. The largest share of the proposed allocation will serve to cover needs in these centres, with smaller allocations for refugees at kaitak and Jubilee, as well as continued support of medical and employment services.
Resettlement

Obligations for resettlement assistance in 1982 totalled $ 1,114,564, and were mostly ($ 925,064) incurred against the resettlement appropriation for "other countries and áreas in East and South Asia". Of the 9,193 refugees who left Hong Kong for resettlement in 1982, 597 received UNHCR assistance for travel arranged under an agreement with ICM. Counselling services and medical screening were also assured. In addition, 660 Vietnamese refugees at käitäk centre benefited from language training. For the first time, interpreters were allocated to each new class for one month, to help those attending to overcome the initial hurdles they faced. With the declining resettlement places, the awareness has grown of the importance of mastering English, and attendance at these classes has remained good.

An amount of $ 149,970 was obligated from the overall allocation for resettlement for the care and maintenance of 151 refugees of European origin, in transit from the People's kepublic of China, mainly to Australia. Under an agreement concluded by UNHCR with the Hong Kong Christian Service, assistance included board and loaging, medical care and assistance with documentation and resettlement processing. As the Australian Government has now undertaken the full processing of these cases directly in Beijing, the transit perica in Hong Kong has recently been reduced.

For the current year, an appropriation of $340,000 was approved to cover the needs of refugees of European origin in transit as well as resettlement-related language training and counselling for Vietnamese refugees. This amount had to be increased by $ 42,000 from the Programme Reserve to a new total of $ 382,000, mainly on account of socially handicapped refugees of European origin who require extended care pending resettlement. For 1984, an amount of $434,000 is proposed to provide up to 1,000 refugees with English language training at Kaitak and Jubilee centres, and to assure
resettlement services and counselling in all existing centres. In addition, up to 600 refugees of European origin are expected to transit through hong Kong during 1984 and will receive temporary assistance under the proposed allocation.

For both 1983 and 1984, other assistance directly related to the processing and travel of Vietnamese refugees accepted for resettlement will continue to be financed from the appropriation for resettlement for "other countries and areas in East and South Asia". As in the past, such assistance will be administered on a regional basis, mainly in co-operation with ICM.
