Dear Mr.Fouley,

I am writing to you as a member of the Executive of the

Horich Council of Churches,and under their instructions.

Perhaps you will recall that I spoke to you after the meeting organised by the Council of Churches in the hall of St.Jon's R.C.Cathedral about the question of Vietnamese Refugees in Hong Kong.

Sot me put the facts before you again.In April and Kay of this year my wife and I journeyed through China and eventually arrived in Hong Kong. While there we were taken over to Koloem to vilit the Victrangne. Pofugee Ceny in the old British Army Married Quarters, called if I remember rightly the Jubilee Centre.

The Mordenr. David Smith, who comes fron the North of England,tock us round and showed us what conditions were like. Unquestionably r. Smith has done a great deal to alleviate the misery of the Refugees,but evenso the conditions are appalling. There were 3,000 people in the buildings, which I expect were built for something like 40 families. The space allotted to each family was a shelf about the size of a double bed,and these were in tiers.Play groups were run by volunteers from Hong Kong for the small children, Then there was an instructional group for a number of t cena gers who had escaped fron Vietnam without their parents.

Before we left,lir.Smith pled with us to put it to cur M.P. that Britain should give the lead in taking some of the Refugees to this country,and then other counties night follow suit.

I recognise that there are many problems, but something should be done to save these poor people from what is virtual imprisonment.I was a rricon Chaplain in this country for eight years,and conditions in British pricons,cven with present day over crowding are better far then in Hong Kong Refugee Coups, and there are 12,000 Refugees altogether in Hong Long
