Staffing of the programme
The staffing of the programme reflects the complementary approaches of OV on the one hand and RA/BRC on the other. It inevitably reflects to some extent three zones used up to now, but aims gradually to break down any artificial barriers and improve communications and cross-fertilisation. Each agency will take advantage of the skills of the others and the five Advisers will work nationally.
The proposed staffing represents the minimum levels which the agencies believe will permit a coherent programme. Estimated cost in the first year is half the cost of the programme in 1982-83
