recommendations would be cheap and useful. Mr Hartland-Swann said
that the UK also supported the programme but recent conversations
with Squadron Leader Prasong suggested that the Thais were sensitive
to being told what to do and that the programme's importance was
a deterrent. We should not expect the Thais to catch many pirates
red-handed or to prosecute and convict.
