1. In your letter UNS 243/4 dated 9 November you asked me to ascertain from ICM how much it would cost the UK to rejoin the organisation. The question of the assessment of costs for new members was raised during the Sub-Committee on Budget and Finance which preceded the ICM Council meeting while at the Council itself, several delegations mentioned the case for an increased membership particularly those countries who continued to use ICM's services.

2. I enclose an extract from the report of the Sub-Committee which records the discussion about assessing new members. I also attach a copy of an Annex to the report entitled Tentative Assessment of New Members which lists the current observer governments and sets out the total assessment which would be required of each in order for them to join the organisation. Based on the 1984 budget proposal the UK would be expected to pay 8570,375. These contributions, however, only.. meet ICM's administrative costs which are some 10% of its annual budget. The remaining 90% has to be provided by voluntary contributions although ICM insist that member governments do not have to donate towards these additional charges. They quote Italy as an example which pays only towards the administrative costs.

3. I should explain that these documents are classified by ICM as restricted as they are the product of the Sub-Committee which comprises five governments (Argentina, Colombia, FRG, Netherlands and the US) and three senior ICM officials. ICM are aware that observer governments have got hold of the list and will, in fact, be making the individual contributions known in the near future when they begin a membership campaign (see para 6 below)."
