BOAT PEOPLE: HONG KONG

1. Further to the Ambassador's letter of 15 December

I am enclosing copies of the exchange of messages between the UNHCR Representative in Hong Kong and their Geneva Headquarters following Hong Kong's announcement of an intention to begin screening boat people.

2.

The Director of Protection at UNHCR, Michel Moussalli, has stressed that he has passed these copies to us on a strictly confidential and personal basis and we should not wish news of this to get back to Hong Kong.

3. In view of our position here whereby we are often asked to fight the Hong Kong cause with UNHCR, we are most interested in this new development and should be grateful to learn the line Whitehall intends to take with Hong Kong on the question of the introduction of screening.
