1. My understanding of the recommendation in the draft submission attached to your minute of 7 December is that we should encourage the Orderly Departure Programme, as the best way for people who wish to get out of Vietnam to do so, that we should encourage genuinely voluntary repatriation to Vietnam for those refugees in Hong Kong who change their minds (but without resorting to any kind of compulsion), and that we should do what we can to ensure that refugees returning to Vietnam will be treated humanely. concur with the draft.
