{ convinced is a good friend of Hong Kong who has considerable authority in UNHCR and who is a realist. He is the key man in many ways and I pushed him hard for an early visit to Hong Kong. He hopes to come in the New Year. His priorities for the next 12 months are voluntary repatriation and the South American ideas.
Mr. Sacha Caselia who is directly responsible for Hong Kong continues to be an excentric lone wolf. He is personally taking charge of the Bolivia/Venezuela scheme. He also has very close contacts with the Chinese. Finally Mr. Klaus Feldmann who is responsible for overall resettlement is also I know a good friend of Hong Kong and pushes our case hard. He expects to come to Hong Kong in the next three months and we should look after him well.

Hong Kong Government to be represented at Excom. I believe that it would be wrong for S for S to go however. It would place a huge burden on the Embassy who would have to treat him like a visiting Minister at a time when they are extremely busy. It would also I believe be more difficult to arrange informal discussions in the margin because of his seniority!
