Main country of resettlement has been the US which
took 56% in 1980, 69% in 1981 and has taken 74% in
1982 so far. In absolute terms these proportions are
a substantial reduction. It is now abundantly clear
that they have decided virtually to close their doors,
at least as far as Hong Kong is concerned:

they have changed their criteria. They
will accept only those

whom they consider qualify as refugees
as defined in the United Nations
Convention
