Vietnamese Refugees
You have no doubt heard what was said to
Lord Belstead about Vietnamese refugees and our con- sidered view that the only effective deterrent is
involuntary repatriation.

I enclose a copy of the brief which
David Jeaffreson used when talking to the Minister. I trust that this makes clear that it is very important that we start discussion with the Vietnamese authorities on the practicalities at an early date.
