with the letter is the brief on Vietnamese refugees which was used when Lord Belstead visited Hong Kong last month.

If you agree, we should, at tomorrow's meeting on closed camps, also discuss the 2 suggestions made in the conclusion to the brief at paragraph 19: a further UK quota for Vietnamese refugees from Hong Kong; and the possibility of involuntary repatriation. SEAD are preparing a brief setting out the pros and cons for each suggestion. We will incorporate this with the brief for Lord Belstead on closed camps.
