As the next step in our preparation for the conference which you have kindly agreed to chair here on the week-end of 6-8 May, I enclose a draft of terms of reference for the conference. I myself am a novice where the subject of

refugees is concerned, but I have been in touch with the appropriate officials in the Foreign and Commonwealth Office and with Mr. Landau, the representative of the UN High Commission for Refugees in London, to pick their brains about the question and the way in which a conference at Ditchley should approach it. I have put the draft together in the light of my

conversations with them.

As usually happens when a piece of paper like this is produced by someone who has no expert knowledge of the subject, the terms of reference are a little long. At any rate they show what I understand to be the ground which ought to be covered. Perhaps you would like to look at them and let me know if you have any suggestions for modifying them?

Once we have finalised the terms of reference the next step will be to send out invitations to potential participants. I enclose a list of names which I have gathered so far.

We can rely on the American Ditchley Foundation to send us about ten participants from the United States, and the American Ditchley Foundation customarily chooses its own participants but pays attention to any suggestions which we care to make from here. I would hope to obtain, with the help of the British Embassies at Paris and Bonn, two or three participants each from France and Germany. We ought to have ten or a dozen or so British
