Our expectation would be that he would implement the recommendations unless he
sees grounds for not doing so, in which case he would no doubt explain to us his reasons. We do indeed take the point that the High Commissioner wished to listen to the views of the Executive
Committee before sending his own comments to the AMS team.

My delegation was pleased to note that the High Commissioner has now found ways of deploying his staff to fill the 44 posts which he had requested at the Executive Committee meeting in October 1982. We are all being required to tighten our belts these days. It is good to know that the High Commissioner has taken this decision. We were grateful to receive the paper (AM/COM.1/83) containing the terms of reference for the revolving fund which is to be set up to provide housing and amenities for UNHCR staff serving in difficult overseas appointments. My delegation expressed its agreement with this fund at the last Executive Committee meeting. We will be pleased to see the introduction of arrangements such as these which will enable the UNHCR to have more candidates for field posts.
ICARA II
We have heard today a lot of interesting comments from delegations about the ICARA II Conference to be held in May 1984. We thank the UNHCR for the aide memoire which they have distributed today to inform us of the progress in arranging this conference. My delegation wishes to say that it is important to remember that the forthcoming conference will be an occasion to review ICARA I and the follow up action which has taken place since that session was held and to bear in mind that the forthcoming occasion is not intended to be a further pledging conference. I emphasised the importance of the representation at ICARA II of other UN organisations such as UNDP. It will be a test of the way in which UNHCR cooperates with the rest of the UN system.
