3. I should be grateful if EESD would consider if the Secretary of State needs any general briefing on East/West relations for the purpose of this meeting.

The communique will be put into final shape by officials immediately before the meeting begins, We have already lodged with the Presidency the helpful comments from departments concerned on the latest ASEAN draft. I should be grateful for any further comments which may be appropriate that we can pass to Mr Donald by mid-day on Friday 18 March.
