EC/ASEAN FOREIGN MINISTERS' MEETING 24/25 MARCH
1. Mr Pym will attend the meeting in Bangkok. There is as yet no agreed agenda, but we assume that it will, one way or another, cover most if not all of the topics referred to in the drafts that the Community and ASEAN have circulated of the traditional joint statement. For ease of reference, I attach the latest versions of these.
2. I should be grateful if departments would prepare the following draft briefs set out in the usual way (Points to Make/Essential Facts) except in the case of those briefs for background use only which should be in concise narrative form. Drafts should reach Mr Philipps of this department by close of play on Thursday 17 March.
1. Steering Brief

Cambodia/Vietnam/China (including the present military situation in Cambodia and recent political developments).
3. Indo-China:
and refugees.

Humanitarian Assistance
Afghanistan (subject to SAD's views this might be one of Mr Pym's major inter- ventions in the discussions and the brief tailored accordingly).
5. Arab/Israel (I think this should be a short defensive brief paying particular attention to ASEAN attitudes).
