Deportation of the Romanian, Stancu Papasoiu
10. Papasoiu entered the United Kingdom illegally on or about
14 April 1982. Papasoiu did not qualify to remain here under the
Refugee Convention of 1951 because he had failed to establish to the
Home Secretary's satisfaction a well-founded fear of persecution.
In borderline cases a grant of asylum can be considered. However,
Papasoiu's case was judged not even to merit a grant of asylum.
His removal was, however, deferred to allow his representatives
the opportunity to seek his acceptance elsewhere. On 14 March Papasoiu was notified that attempts to make alternative arrangements
for his removal had failed and that he would be sent to Bucharest
on 16 March 1983 and detained meanwhile. As an illegal immigrant he was not subject to deportation proceedings. Contrary to media reports, he was not conveyed from detention to the airport in
handcuffs.
