1. I submit Points to Make and Essential Facts for Mr Hartling's call on the Secretary of State on 14 April. HKGD, SEAD, SAD and EAD agree. Mr Raison will also attend.

Mr Hartling is also seeing the Home Secretary and the Commonwealth Secretary-General and addressing meetings of the British Refugee Council, the Parliamentary Panel on Refugees (chaired by Mr David Ennals MP), the Liberal International Group and the United Nations Association.
3. I recommend that the Secretary of State take the opportunity to discuss with Mr Hartling the possibility of a multilateral approach to the question of Vietnamese refugees in Hong Kong (on which there is also a separate submission). Mr Hartling will probably press us (and Mr Whitelaw) on a new UK quota.
