Financial Implications of Maintaining
Vietnamese Refugees in Hong Kong

The Management Accounts Division of our Finance Branch in the Government Secretariat has been working on the financial implications of maintaining Vietnamese refugees in Hong Kong. You may be interested to see the results and I am enclosing two copies with this letter. The report has been prepared quickly, and may not be accurate in every detail. Also, records of transactions in the early days of the 1979 crisis are inevitably patchy. But it is generally a pretty fair costing of our refugee problems.
The costings shown in the report are in HK$, but we have attempted a "rule-of-thumb" conversion of the summary Tables 2 & 3 of the report into sterling and US$, and copies of these tables are also enclosed. They are calculated on different "average" exchange rates, pre- and post- 1 July 1982, as follows :
