1. I discussed Mr Littler's letter of 22 December with the PUS on 23 December. I have telegraphed the Governor (copy attached).
2. We shall need to get the Governor's views. There is likely to be some clash between Hong Kong's wish to reserve flexibility and freedom of action and the concern of the Treasury and the Bank of England not to be let in for heavy liabilities. However the Governor himself clearly understands the need to keep the London financial departments on side; hence his recent despatch of Mr Blye for consultations with them.
3. Mr Littler suggests a word with the PUS early next year. Rather than send a written reply, you may wish to fix up a meeting on 3, 4 or 5 January .
