Dear Kit,
I enclose copies of Hong Kong telegrams about which we have just spoken on the telephone (numbers 1435, 1436, 1437 and 1442). I should be most grateful if we could have a further word when you have had a chance to consider these telegrams.
Meanwhile, I should say that we have not had a chance yet to consult the Secretary of State on the matter.
I am sending a copy of this letter with its enclosures on a personal basis to Brian Unwin in the Treasury.
