in response to a request by the Hong Kong government,to examine the Hong Kong
government's scheme in detail with the
Hong Kong authorities and to provide constructive advice on its technicalities;
to be free to suggest any detailed modifications to facilitate its efficient operation; but not to suggest alternative schemes;
the decision on whether to implement the scheme is, of course, a matter for the Hong
Kong government.
