3. I have referred to the Crown legislating under its prerogative powers in right of Hong Kong. should perhaps add that the Crown could not by such legislation commit the resources of HMG in the UK to the satisfaction of its debts in respect of Hong Kong. If its Hong Kong assets ran out, its debts would subsist, and in order to discharge its international obligations to which I have referred I suppose it would have to seek funds from the UK Parliament.
