Mr. John Marshall,
Group Managing Director Carrian Holdings Ltd.,

23rd September, 1983.
Dear Sir,
My attention has been drawn to correspondence between Carrian Holdings Ltd. and Bumiputra Kalaysia Finance Ltd. in January, 1983. I am particularly concerned with the status and purpose of a letter from Carrian Holdings Ltd. of January 15, 1983. It is signed "For and on behalf of CARRIAN HOLDINGS LIMITED" by “GEORGE TAN Chairman". I would be glad to have your comments as soon as possible, please. A copy is attached for ease of reference but I am not copying the letter to your advisers.
I am copying my letter to Mr. Perrin of Hambro Pacific, advisers to CIL, as you will appreciate that it is not possible for me to agree to any listing of the reconstruction scheme for CIL while we have not cleared up the evidence of what appears to be a separate scheme for a particular creditor outside the publicly known schemes for CHL and CIL. I am also sending a copy to Mr. Bond of Wardley Ltd.
c.c. Mr. Perrin,
Hambro Pacific Ltd.
Mr. Bond,
Wardley Ltd.
Yours faithfully
(Robert Fell)
Commissioner for Securities
