AS Commissioner for Securities, I and my Office have been
and remain involved in considering the proposals previously described
and matters related thereto. For example, the CIL debt restructuring
proposals involve takeover aspects which fall to be considered under
the Code on Takeovers and Mergers which is administered by my office.
Similarly these proposals involve questions relating to listing and suspension of listings of securities on stock exchanges, which is
of immediate concern "to my office in terms of Cap. 333.
the inspection referred to earlier is of direct concern to me and
the Securities Commission in terms of the same Ordinance.

THE Inspectors in the course of their duties have had
occasion to prescribe and pass to the Securities Commission, of
which I am an ex officio member, certain documents obtained from
the offices of Bumiputra Malaysia Finance Limited, a company
licensed under the Deposit-Taking Ordinance, Cap. 328, and
incorporated in Hong Kong on the 1st day of March 1974, and
having its registered office at 1802 Tower 1, Admiralty Centre,
18 Harcourt Road, HONG KONG (hereafter referred to as "BMFL").
BMFL is, according to its records, a major creditor of both CIL
and CHL and various subsidiaries in the Carrian Group.

audited accounts and records, some of which were formally filed
with the banking authorities in both Hong Kong and Malaysia.
