Mr. Barnes elaborated the difficulties in identifying a site for a temporary pier. The estimated cost of even the most rudimentary pier was estimated to be between HK$12 million and HK$15 million. Since this would eventually be replaced by a perm- anent facility and since we were not aware of the pier construction at Da Meisha, work on a temporary pier on the sea-wall at Shatin could not be given a high priority. However, provided costs could be kept down, it should be possible to equip a temporary pier at Ma Liu Shui in readiness for next year's bathing season.

Mr. McLaren emphasised that the Hong Kong side would all it could to meet such a deadline but urged the Shenzhen side to keep the joint working group informed of the progress of development at the resorts, the completion of the pier and the construction of immigration and customs facilities.

Shenzhen River Controls

Mr. MacPherson endorsed Mr. Zhen's remarks on the progress made by the joint working groups on pollution and flood controls. On the practical level, the Hong Kong authorities were doing a lot of sewage treatment work and generally cleaning up the smaller streams flowing into the Shenzhen River. A 10-year stream manage- ment programme for the Shenzhen River catchment area had also been introduced and the feasibility of creating a Rivery Authority was under consideration. This represented a substantial, though long- term, programme.
