Notes of Review Meeting betwen Shenzhen/Hong Kong

Joint Working Groups held on 29 April 1983

On the invitation of Mr ZHEN Xipei, Secretary-General of Shenzhen Municipal Government, the Hong Kong Delegation headed by Mr McLaren, Political Advisor, visited Shenzhen on 28th and 29th April, 1983. The Hong Kong Delegation held a meeting with the Shenzhen Delegation to review the implement- ation of the "Agreement between Shenzhen and Hong Kong on Opening New Links". They also discussed how to further imple- ment the various concrete issues of the agreement.

The review session was held in a sincere and friendly atmosphere. Both sides stressed the great importance to give due regard to the agreement signed last year. Both sides appreciated the good co-operation between the various working parties and were satisfied with their progress made in the past six months. With regard to the work in future, the main items discussed were as follows:

Basically, the series of work on the survey, exploration, location and alignment of the three bridges had been completed, and technical specifications and drawings were exchanged. The design principles and technical specifications of the Man Kam To Bridge had been initially approved and the design work would be underway. The outline work programe for the Sha Tau Kok Bridge had been ormulated and would be agreed in the near future.

It was the hope of the Shenzhen delegation that, in order to cope with the developm nt in the eastern part of Shenzhen, the Sha Tau Kok Bridge could be completed as soon as possible so as to open the coastal areas at the end of this year or early next year. The Hong Kong delegation said that they fully under- stood the importance of the Sha Tau Kok Bridge. However, given the need to resume land to build roads connecting the coastal areas, to improve the highway between Luen Wo Market, Fanling, and Sha Tau Kok, and to set up border checkpoints, the work would be on a relatively large scale and costly. The earliest the bridge could be completed was the end of 1984.
