as an exercise in general bridge-building. Faaland is likely to organise further meetings, with different participation, from time to time; and I see every reason to encourage him in this endeavour. He has to tread a little carefully in organis- ing anything which is not open to all OECD members, but he is himself well aware of the need to move tactfully. The danger is, I suspect, that he will underestimate the herd instinct of the G77 when it comes to actual negotiation on any issue of substance.
