IT IS RELEVANT THAT THERE ARE ALSO PLANS FOR A MEDIUM SIZED DOMESTIC AIRPORT IN ZHUHAI, THE SMALL SPECIAL ECONOMIC ZOME ADJACENT TO MACAU (THESE PLANS WERE MENTIONED BY SHEN TU, DIRECTOR OF CAAC AT THE RECENT OPENING OF A HELIPAD IN ZHUHAI). IT IS UNLIKELY THAT THERE WOULD BE ROOM FOR AN INTERNATIONAL AIRPORT AT SHENZHEN AND A DOMESTIC AIRPORT IN ZHUHAI IN ADDITION TO THE EXISTING INTERNATIONAL AIRPORTS IN HONG KONG AND CANTON.

6. WE SHOULD THEREFORE BE GRATEFUL IF BAI'S ENTHUSIASM COULD BE REINED IN A LITTLE BEFORE THEY AND OTHER BRITISH COMPANIES BECOME COMMITTED TO A PROJECT WHICH THE SHENZHEN AUTHORITIES MAY NOT BE CAPABLE OF SEEING THROUGH AND TO WHICH THERE ARE HONG KONC OEJECTIONS.

7. IN PARTICULAR, WE SUGGEST THAT BAI BE TOLD THAT:

(A) THERE HAS BEEN NO APPROACH TO HNG OR HKG ABOUT AN SIA BECOMING QUOTE HONG KONG'S SECOND AIRPORT UNQUOTE:

(B) AT THEIR NEXT MEETING WITH SEZDC-SIAPCO THEY SHOULD MAKE IT CLEAF THAT THEY HAVE NO GROUNDS FOR THINKING THAT SIA SHOULD BE PLANNED ON THE PREMISE THAT IT WILL BE HONG KONG'S SECOND OF REPLACEMENT AIRPORT: AND THAT THEY HAVE NO RENIT TO SPEAK ON THE QUESTION OF A FURTHER HONG KONG AIRPORT ON BEHALF OF HMG OF HKO: AND

(C) BEFORE THAT NEETING THEY SHOULD DISCUSS THE IMPLICATIONE OF THE SIA PROJECT WITH HKC OFFICIALS.
