domestic exports of clothing,

which

accounted for about 40% of total domestic exports to this

market, decreased by about 7% in real terms in the first half

of this year compared with the same period last year. But

domestic exports of metal ores and scrap, textile fabrics and

watches and clocks increased rapidly in real terms. The rate

whole was 41% at the end of June, compared with 36%

Reflecting the gradual recovery of the German

economy from

from the recession, domestic exports to the Federal

Republic of Germany improved steadily. The value of domestic

exports to this market, at $3,302 million in the first half of

1983, was 7% higher than in the same period of 1982. After

allowing for the effect of an estimated increase of 28 in

prices, the growth rate was about 5% in real terms. This latter growth rate was made up of year-on-year growth rates in

real terms of 2% in the first quarter and roughly 9% in the second quarter. While domestic exports of textiles, watches

and clocks, and electronic components to this market grew rapidly, domestic exports of clothing (accounting for about

56% of total domestic exports to Germany) recorded a decline

of 3% in real terms. The rate of utilization of quota for

textiles and clothing as a whole was 37% at the end of June

1983, compared with 35% at the end of June 1982.

/2.6 Domestic

(4) The quota utilization rate gives

gives the quantity licensed as a percentage of the quota restraint limit. The quantity licensed will be reflected in the quota utilization rate once approval of an application for export licence is granted. Since an export licence is normally valid for twenty-eight days or three months upon request, the quantity licensed in a particular month may not equal to the quantity actually shipped in that month, depending on the time lags involved. For domestic exports to the United Kingdom, textiles account for about 1/3 of the quota base in respect of textiles and clothing. (For the United States or the Federal Republic of Germany, the proportion is less than 1/10.)
