I told Richard Luce some time ago that if I wrote anything

on Hong Kong, I would let him have a sight. This morning's "Times" article by two academics is unrealistically hard line, and gives me a possible chance to chip in in a moderate sense rather than as a critic of Government policy.

In fact I believe that we should try to work for a Hong Kong Chinese "capitalist" Governor in 1997, so that we are not saddled with endless responsibility for the Colony not to speak of immigration problems here if things ever go wrong. But I deliberately avoid this suggestion in the article, since I do not want to upset, or even brush against any apple-carts.

I am not sure when or whether "The Times" will publish this. But I would be most grateful for a quick view on its indelicacy, or inaccuracy.
