The Secretary of State has seen a copy of Hong Kong telno 1554 about Mr Adley's plans to visit Hong Kong. In his view, there is little we can do to discourage Mr Adley from visiting Hong Kong. Any attempt we made would probably not succeed and could very easily be counter-productive.
