FUTURE OF HONG KONG: BRIEFING OF CONSERVATIVE BACK-BENCHERS AND OF THE OPPOSITION
(57) 1.
2.
Please refer to your minute of 24 October to Mr Clift.
I now submit, for the Secretary of State's use with the Conservative Foreign Affairs Committee on 1 November:
(a) points to make:
(b) a draft check list of these points.
You told me that notes for supplementaries need not be submitted. These have however been prepared for use if required.
3. The briefing is on similar lines to that provided by the Department when Mr Luce briefed a selected group of Conservative back-benchers on 20 October. But it is a little more general in its approach. It is also deliberately less precise in its description of the basis on which the negotiations with the Chinese on 19/20 October were conducted.
4. The preparation of material for the briefing of Opposition leaders (para 3 of your minute) is in hand.
